Officers responded to the Smoke King Vape Shop for a report of a breaking & entering. The glass door of the business had been broken and cash was missing from the register. Evidence was collected by officers. Criminal Investigations Division is investigating.

Possession of Illegal Substances | 26032134 | 31 AUGUST 10:16 a.m. | Sharp Shopper

While on patrol, officers noticed an individual who was suspected of being involved in a larceny. She was found to be in possession of narcotics and was subsequently detained. Danielle Fairbanks, 37, of Winchester, VA, was arrested for possession of narcotics and transported to the WPD where she was served a warrant for petit larceny.

Possession of Illegal Substances | 26032175 | 31 AUGUST 5:12 p.m. | Downtown Walking Mall

While on patrol, officers noticed a man on the walking mall who was publicly intoxicated. He was searched and officers found narcotics on him. Nathaniel Howe, 70, of Winchester, VA, was charged with public intoxication and possession of narcotics. He was then transported to the NRADC.   

Eluding Police | 26032152 | 31 AUGUST 1:30 p.m. | 1300 block Berryville Avenue

While on patrol, officers located a wanted individual operating a vehicle in the area of Berryville Avenue. Officers initiated a traffic stop in the area of Berryville Pike and the exit ramp of I-81. The suspect failed to stop and fled onto southbound I-81. WPD requested assistance from both the Frederick County Sheriff’s Office and the Virginia State Police. The pursuit was terminated by WPD in the area of mile marker 313.

WPD obtained warrants against Daniel Quinn, 42, of Culpepper, VA, including felony eluding police, operating an unregistered vehicle, and falsified license plate.

Officers responded to the area of Virginia Avenue for a report of a domestic dispute. Both individuals were visibly intoxicated. Kiaryn Fasano, 28, of Winchester, VA, was charged with public intoxication and falsely identifying to law enforcement. Darius Gray, 31, of Winchester, VA was charged with public intoxication.

Officers took a report for stolen vehicle tags. The victim advised she would like to press charges if the suspects were found. Patrol is investigating.

Officers responded to the area of East Cecil Street and South Kent Street for a report of an individual slumped over on a bench with drug paraphernalia nearby. Bradley Wells, 61, of Winchester, VA, was taken into custody for public intoxication and transported to the NRADC.

Officers noticed an individual sleeping in their car in the parking lot of Sharp Shopper. Illegal substances were found within the vehicle and officers will speak to the Commonwealth Attorney about pursuing charges.

Eluding Police | 26032465 | 2 SEPTEMBER 3:26 a.m. | 500 block North Loudoun Street

Officers conducted a traffic stop for an individual who was riding a bicycle in a marked traffic lane without a light. The individual began pedaling faster when the officer turned on their emergency lights. Officers lost sight of the individual and were later notified that Virginia State Police had located him in the area of Fairmont Avenue. Dustin Rood, 42, of Winchester, VA was charged with eluding law enforcement and not having lights on bicycle. He was then held without bond at the NRADC.

Burglary | 26032846 | 4 SEPTEMBER 11:08 a.m. | 2500 block Quinn Court

Officers responded to the area of Quinn Court for a report of unlawful entry. The victim stated after leaving the door locked, she returned to her residence and noticed the door ajar. Nothing was missing from the residence. Officers conducted an additional search and no one was found inside.

Unauthorized Vehicle Use | 26032995 | 5 SEPTEMBER 1:18 p.m. | 200 block South Pleasant Valley Road

Officers responded to the area of South Pleasant Valley Road for a report of a vehicle crash. After an investigation, it was found that the driver was not the owner of the vehicle and had not been given permission to use it as it was not insured. 

Nicolas Bautista Garcia, 71, of Winchester, VA, was charged with unauthorized use of a vehicle, no valid driver’s license, operating an uninsured vehicle, and following too closely. He was then transported to the NRADC.

Officers responded to the Motel 6 for an assault in progress. Two females were actively in a physical confrontation. Officers detained them both separately and were transported to the NRADC. Alyssa Holmes, 38, of Front Royal, VA, and Kaylin Weiss, 36, of Front Royal, VA, were charged with public intoxication as well as assault & battery.

Officers responded to Wawa for a report of a traffic crash. The victim stated the suspect had struck her vehicle while adjusting her tire pressure. Emerson Shepard, 26, of Winchester, VA, was charged with driving under the influence.

Officers responded to Milano’s for a report of an assault. The victim had multiple injuries to his head and face. EMS treated the victim and transported him to the hospital. Officers requested video footage and the Criminal Investigations Division is investigating.

Officers responded to the area of Amherst Street for a report of a stolen vehicle window. Patrol is investigating.

Possession of Illegal Substances | 26033473 | 9 SEPTEMBER 2:26 p.m. | 100 block West Jubal Early Drive/Valley Avenue

Officers located a stolen vehicle in the area of West Jubal Early Drive/Valley Avenue and initiated a traffic stop. A search was conducted and narcotics were found inside the vehicle. Jeannette Campbell, 69, of Sterling, VA, was transported to the NRADC and charged with possession of narcotics and possession of stolen property.

Officers responded to Ichiban Japanese Steak & Seafood House for a report of an individual yelling and had open beers around him. Justin Miller, 40, of Winchester, VA, was arrested for public intoxication.

Officers responded to 3.14 Pizza for a report of breaking & entering. The glass door was broken and cash from the registers were stolen. The Criminal Investigations Division is investigating.

Officers observed a vehicle driving erratically in the area of Valley Avenue and conducted a traffic stop. Luis Pacheco Martinez, 27, of Winchester, VA, was charged with driving under the influence, possession of narcotics, and driving without a license. He was transported to the NRADC.

Officers responded to the downtown walking mall for a report of indecent exposure. A witness provided video footage of the incident and officers located the suspect. Clarence Keenan, 58, of Winchester, VA, was charged with public intoxication, public urination, and trespassing and transported to the NRADC.

Officers responded to the area of North Loudoun Street for a report of slashed tires. A total of 18 vehicles were damaged. Patrol is investigating.

Officers responded to the area of York Avenue for a report of breaking & entering. Officers canvassed the area and did not locate the suspect. Patrol is investigating.

Officers responded to the area of South Loudoun Street for a report of an assault. The victim stated an individual attempted to sell drugs to him and got into an altercation shortly after. The victim was transported to the hospital for minor injuries. Patrol is investigating.

Officers responded to Stop & Shop for a report of an assault. The victim was transported to the hospital for injuries. Kelly Hosby, 42, of Winchester, VA was charged with malicious wounding and public intoxication. He was transported to the NRADC and held without bond.

Officers conducted a traffic stop in the area of West Jubal Early Drive and Plaza Drive. During a search of the vehicle, officers found a firearm and narcotics. Michael Bedell, 45, of Stephens City, VA, was charged with possession of a firearm as a felon, carrying a concealed weapon, possessing a firearm and narcotics, possessing narcotics with the intent to distribute. He was transported to the NRADC and held without bond.

Officers responded to Wendy’s for a report of an individual passed out in the parking lot. Steve Kennedy, 56, of Winchester, VA, was charged with public intoxication and possession of narcotics. Officers then transported him to the NRADC.

Officers met with an individual for a report of a hit & run. Officers located the suspect and later obtained warrants for hit & run and reckless driving. Charges are pending.

Officers responded to Wendy’s for a report of a fight. Antonio Warner, 26, of Winchester, VA, was arrested for assault and transported to the NRADC.

Officers responded to Bro Bears Coffee for a report of burglary. Officers observed damage to the front side of the building. It was discovered that nothing was taken from the business. Evidence was collected and the Criminal Investigations Division is investigating.

Officers responded to Chick-fil-a for a report of public intoxication. Officers located the suspect in the parking lot and arrested Justin Miller, 40, of Winchester, VA, for public intoxication.

Drug Possession | 26035540 | 25 SEPTEMBER 12:03 a.m. | 900 block South Pleasant Valley Road

Officers conducted a traffic stop in the area of South Pleasant Valley Road. During the investigation, officers found narcotics inside the vehicle. Luis Notario Ramos, 21, of Winchester, VA, was arrested for possessing drugs and transported to the NRADC.

ATTEMPT TO IDENTIFY | 26035852 | 27 SEPTEMBER 12:58 a.m. | Indian Alley/Boscawen Street

The Winchester Police Department is investigating a sexual assault that occurred in the area of Indian Alley and Boscawen St on September 27th, 2026.  The police department is requesting the public’s assistance with identifying this male.  Anyone with information can submit an anonymous tip through Tip411 or contact the police department at 540-662-4131.

Officers responded to Dick’s Sporting Goods for a report of shoplifting. Neil Fiore, 48, of Winchester, VA, was arrested and the stolen goods were returned. Fiore is also connected to five other shopliftings incidents at this location.

Hit & Run | 26036477 | 1 OCTOBER 9:04 a.m. | 100 block Featherbed Lane/South Loudoun Street

Officers responded to a parking lot near Featherbed Lane for a report of a hit & run. Officers spoke with the victim, who stated an individual on an e-bike did not yield, causing another driver to hit the victim’s vehicle. Officers observed damage to the rear passenger door. Patrol is investigating.

Officers responded to the area of Valley Avenue for a report of a stolen vehicle. The victim stated he left his car running and unlocked while he went inside a gas station. The suspect stole the vehicle when he was inside. Patrol is investigating.

Officers responded to the area of East Cork Street and North Pleasant Valley Road for a report of a traffic crash. Witnesses stated a motorcycle driver was traveling at a high rate of speed and ran through a red light before crashing. The driver was transported to the hospital with minor injuries.

Officers responded to Finish Line in the Apple Blossom Mall for a report of shoplifting. Antonae Holden, 27, of Baltimore, MD, was arrested for shoplifting with the intent to distribute and transported to the NRADC.
