Shots fired in the area of Orchard and Woodland

On June 22nd, at approximately 1:18 p.m., WPD officers responded to reports of shots fired in the area of Orchard Avenue and Woodland Avenue. After an initial investigation, WPD officers determined that
Richard Stephen Moreland, 63, had discharged a firearm into a neighbor’s home and vehicle.
Moreland was taken into custody through a coordinated effort of Patrol, SWAT, and Crisis Negotiation Team units. Fortunately, no one was harmed during this apprehension or from the discharge of the firearm. The WPD Criminal Investigations Division determined at least four rounds were fired from Moreland’s 38 special revolver. Investigators also recovered the firearm and casings.
Moreland is being held without bond. He is currently facing the following criminal charges:
- Felony shooting into an occupied dwelling
- Two counts of felony property destruction
- Two counts of reckless handling of a firearm
- Discharge of a firearm in city limits
The incident appears to be a targeted attack and not a larger threat to the community. WPD will provide updates as more information becomes available, as the safety and well-being of our community remain the top priority.
