Announcing 30-day warning period for red-light photo enforcement

The City of Winchester and the Winchester Police Department today announced the launch of a new red-light photo enforcement program at the intersection of E. Jubal Early Dr. and S. Pleasant Valley Rd.

Program Timeline

Winchester is implementing this program in phases to support driver awareness, clear signage, and public communication.

  • Location: E. Jubal Early Dr. and S. Pleasant Valley Rd.
  • Warning period begins: June 8, 2026
  • Citations begin: July 8, 2026
  • Warning period length: 30 days
  • Enforcement schedule: 24 hours a day, seven days a week
  • Citation amount: $50

“This program is about keeping the City’s streets safe for everyone. The intersection of E. Jubal Early Dr. and S. Pleasant Valley Rd. is the number one intersection for vehicle crashes within the City. Since 2025, 51 crashes have occurred at this intersection,” said Chief of Police Ronnie E. Lewis. “The warning period from June 8 to July 8 will give drivers time to adjust to this new program. However, our message is simple: stop on red and drive responsibly.”

Program Background

Running a red light is dangerous and illegal. Red-light violations can lead to severe crashes, including angle crashes that often result in serious injuries. The red-light photo enforcement program is designed to encourage safe driving behavior and improve compliance. The selection of the intersection of E. Jubal Early Dr. and S. Pleasant Valley Rd. was data-driven. From January 2026 to April 2026, 18 vehicle crashes occurred at this intersection. This is a rate three times higher than any other intersection in the City.

How the program works

Red-light photo enforcement uses camera technology to capture images and video of vehicles that enter an intersection against a red traffic signal. Evidence is reviewed by a Winchester Police Department officer before a citation is issued. During the warning period, qualifying violations may receive a warning notice instead of a citation.
