The Administration Division is made up of civilian and sworn personnel. Further divisions include Administrative Services, Technical Services, and Body Worn Cameras. Our goal is to provide excellent customer service to our internal and external customers.
Administrative Services handles budgets and finance, vehicle fleet and facilities, and parking tickets. Technical Services consists of Crime Analysis, Records & Data Entry, Technology, and Property. Body Worn Cameras manages the devices and video evidence collected by officer-issued body worn cameras.
The Winchester Police Department has more than 74 vehicles assigned for its use. There are 55 marked police cruisers, 14 unmarked detective vehicles, and numerous other vehicles that serve the needs of the police department. A full time Fleet Manager is responsible for ensuring the vehicles are in good condition by keeping track of maintenance schedules and tire rotations, as well as obtaining the needed repairs for wrecked vehicles.
The WPD offers public fingerprinting services for employment, business applications, adoptions, licensing, and other designated permits. Fingerprinting is not available for immigration purposes.

Property and Evidence is responsible for the receipt, processing, and storage of evidence, found property, and seized property. Personnel also arrange for analysis of evidence by other agencies. The Property Clerk has the responsibility of disposing of evidence and stored property, pursuant to departmental procedures and state statutes. Hours Monday-Friday, excludes holidays 7:00 a.m. - 4:00 p.m.
The Records Division processes requests made in compliance with the Freedom of Information Act. It is the responsibility of the Records Clerks to receive, record, maintain, retrieve, and distribute department records accurately and in a timely manner. Personnel are trained in FOIA procedures and the systems required for maintaining confidential police records to provide excellent customer service to partner agencies, our officers, and the general public. Hours Monday-Friday, excludes holidays 8:00 a.m. - 4:30 p.m.
The Winchester Police Department is responsible for the collection and adjudication of fines and fees resulting from the issuance of parking tickets.
