WINCHESTER, Va. – An employee with the City of Winchester, Robert Elsea, age 44 of Winchester, has been placed on unpaid administrative leave following his arrest Monday afternoon on a class 6 felony charge of production, publication, sales, financing, etc. of child pornography (18.2-374.1).
Elsea, a sanitation worker in the City’s public services department, is being held without bond at the Northwest Regional Adult Detention Center.
This matter is the subject of an ongoing investigation by the Winchester Police Department, and more information will be shared as it becomes available.
