Carjacking suspects in custody after multi-state track

On Sunday, July 18, 2021 at 12:45 p.m., Winchester Police responded to a parking garage at Winchester Medical Center for a report of a carjacking. The owner of the car reported that a male brandishing a knife and a female approached him in the garage. After an altercation, the suspects took the victim’s 2016 Jeep Cherokee. The victim sustained minor injuries.
Officers were able to track the location of the vehicle to Delaware, where Delaware State Police picked up pursuit and eventually lost visual. The vehicle was then locatedin Elkton, Maryland, where the suspects had abandoned the vehicle outside of a hotel and fled on foot. Cecil County Sheriff’s Deputies apprehended the suspects. Phillip Allen, 29, and Tiffany Thomas, 32, each of New Castle, Delaware, were extradited to Winchester and taken to the Northwest Regional Adult Detention Center.
Allen is charged with grand larceny, carjacking, attempted malicious wounding, credit card theft, and larceny of a cell phone. Thomas is charged with grand larceny, carjacking, conspiracy to commit a felony, and accessory.
