On August 25, at approximately 4:30 pm, officers observed a narcotics sale in the 1000 block of South Pleasant Valley Road. When officers initiated a traffic stop, the suspect failed to stop and a short pursuit ensued. The suspect then crashed his vehicle into a parked car in the 400 block of Kent Street, fled on foot to a residence in the 200 block of Kern Street and barricaded himself inside. A short time later, the SWAT and Crisis Negotiation Team responded and the suspect and a female, who was inside the residence at the time, surrendered peacefully. Both were taken into custody.
Justin Tyree Newman, 31, of the 100 block of Brunswick Road in Stephens City was transported to the Northwestern Regional Adult Detention Center and charged with Eluding, Hit and Run, and Driving with a Suspended License. Newman was also wanted for a probation violation and the outstanding warrant was served.
