Armed robbery results in arrests on Pall Mall Street

 

At approximately 1:39 a.m. on November 15, the Winchester Police Department (WPD) responded to the area of South Braddock Street and West Clifford Street for a report of an armed robbery. The investigation led police to a residence in the first block of East Pall Mall Street, where they arrested Promise’Meh Zion Foreva, 37, of Winchester, for armed robbery and probation violation. Raymond Mathew Reigle, 19, also of Winchester, was arrested and charged with armed robbery.

 

The victim reported that he was sitting in a female acquaintance’s vehicle when a black Chevy Avalanche pulled next to the car. Two males, identified as Foreva (also known as Jermaine Jackson) and Reigle, exited the Avalanche and approached the victim. Foreva is then reported to have held a kitchen knife to the victim’s neck, demanding items in exchange for money that he insisted the victim owed him. The victim stated that after he declined giving any items to Foreva, he was punched in the face repeatedly and pulled from the vehicle. The victim then complied and gave Foreva and Reigle his wallet, phone, and assorted other possessions before taking off on foot and notifying police of the incident.

 

Officers located the Avalanche outside a home on East Pall Mall Street and attempted to speak with the residents. One occupant exited the home and told police that Foreva was inside. The WPD activated the SWAT team to assist with the safe execution of the search warrant. After Winchester’s SWAT team responded to the scene and announced their presence, all occupants exited the home. Foreva and Reigle were then placed under arrest and transported to the Northwestern Regional Adult Detention Center.
