WPD announces promotion of Lt. Joshua Spishak to Captain

Winchester Police Chief Amanda Behan is pleased to announce the promotion of Lieutenant Joshua Spishak to the rank of Captain. 

 

“Captain Spishak continuously demonstrates his dedication to the Winchester Police Department and to the law enforcement profession,” stated Chief Amanda Behan. “His resilience, creativity, and passion for technology will help him advance our department in his new role as the Captain of Administration.” 

 

After graduating from Indiana University of Pennsylvania with a Bachelor of Science in Criminology, Captain Spishak began his career with the WPD in 2005 as a patrol officer. He was promoted to Patrol Sergeant in 2016, then again to Lieutenant in 2018. Captain Spishak is also the commander of the Crisis Negotiation Team and holds a master’s degree in criminology. 

 

In 2018, he was assigned to the Administration Division where he played a key role in the implementation of the department’s Body Worn Camera Program. His most recent assignment was in the Office of Professional Standards where he led recruitment and community outreach efforts.
