Winchester Police Lieutenant Amanda Behan promoted to rank of Captain

Winchester Police Chief John Piper is pleased to announce the promotion of Lieutenant Amanda Behan to the rank of Captain.  

 

Captain Behan began her law enforcement career with the Winchester Police Department (WPD) in 2001. Her assignments included being a detective with the Northwest Regional Drug Task Force and General Investigations Division before taking her first leadership role in 2007 as a Sergeant. In December 2009, she was promoted to Lieutenant and has served in the Administration Division, Patrol Division, and most recently in the Office of Professional Standards where she focuses on the Department’s community outreach programs and policy re-development. Additional responsibilities include media relations, recruitment, hiring, accreditation, and internal investigations. In her new position, Captain Behan will be the Commander of the Criminal Investigations Division. 

 

“Captain Behan has been an incredible force in the Department during her 19-year career with the WPD, and I am excited to see what she will accomplish in her new role heading up the Criminal Investigations Division,” stated Chief John Piper. “Amanda truly puts her heart and soul into everything she does, and we’re proud to have her on the Command Staff of the WPD.”

 

Amanda is most proud of her role as a wife and mother to a 15-year-old son and 11-year-old daughter. She is an active community member, having volunteered in many capacities - most recently as a coach for Frederick County Parks and Recreation. Amanda’s education includes an Associate in Applied Science Degree in Paralegal Studies, a Bachelor of Science Degree in Criminal Justice with a concentration in Business Management, and in Spring 2021, she will graduate with a Master of Arts Degree in Executive Leadership.
