On September 4, 2019 at approximately 7:27 p.m., Winchester Police Officer A. Davies encountered a gray Hyundai passenger vehicle on Parkway Street after it abruptly slowed and stopped upon seeing his police vehicle. The officer made contact with three individuals inside the vehicle. A K9 was called to the scene and positively alerted to the presence of narcotics. During the investigation, a search of the vehicle and its occupants was conducted and the following items were found:
- 20.9 grams of suspected methamphetamine
- Narcotics packaging and selling materials
- Brass knuckles
As a result of the investigation, the driver, Andrea Armel of Cider Drive in Bunker Hill, WV was charged with possession with the intent to distribute methamphetamine (18.2-248) and held without bond. Passenger Michael Tuck of Commerce Street in Winchester was charged with possession of methamphetamine (18.2-250), possession with the intent to distribute methamphetamine (18.2-248), and possession of a concealed weapon (18.2-308). Passenger Paul Stotler, Jr. of Likens Way in Frederick County provided false identification to officers due to an outstanding warrant for contempt of court. He was served with the warrant and also charged with possession with the intent to distribute methamphetamine (18.2-248), identity theft (18.2-186.3), and false identification to law enforcement (19.2-82.1). Both men are being held without bond.
