Charges placed in street racing incident which caused serious injuries to bicyclist

A Winchester juvenile was arrested following an accident that occurred on November 1, 2022. At approximately 10:08 pm, Winchester Police Department (WPD) officers responded to the 700 block of Berryville Avenue for a report of a Hit and Run Accident. Officers located a male who was struck on his bicycle by a vehicle, which had left the scene.  The victim, a 26-year-old male from Winchester, was transported to Winchester Medical Center with multiple fractures and serious but non-life threatening injuries.

Members of WPD Criminal Investigations Division immediately responded to assist, along with Frederick County Sheriff’s Office and Clarke County Sheriff’s Office. According to witnesses who was able to provide crucial information, two vehicles were traveling at a high rate of speed heading east on Berryville Avenue when they heard brakes being applied and skidding.  The witnesses stated the two vehicles appeared to be racing. Officers were able to locate a 1995 white Honda sedan in the 700 block of Baker Lane with front end damage.  As a result of the investigation, a 17-year-old male from Winchester was arrested and charged with Driving without a License, Felony Hit and Run, and Felony Causing Injury to another while Racing.  He was transported to the Juvenile Detention Center. 

The WPD Command Staff appreciates the response of the community members and law enforcement officers involved in this incident, which resulted in the vehicle identification and charges being placed immediately. WPD is still actively investigating this incident and is looking for information to identify the driver of the second vehicle involved, which was described as a green Dodge Charger, last seen heading east on Berryville Avenue after the incident. If you have information, please contact with WPD at 540-662-4131, or anonymously using the P3 tip app or calling 540-665-TIPS.
